The City Manager is appointed by the City Council and is responsible
to council for the execution of Council’s decision and the work
of the city departments. The City Manager attends all meetings of the
City Council and its Committees, and may speak to matters under discussion.
The Manager originates some written reports to Council and committees,
and reviews all other staff reports, and adds a recommendation on many
items. The City Manager is available to the Mayor and individual City
Councilpersons for informal discussions.
The City Manager directly supervises the work of all departments and
has close liaison with other boards over which Council either appoints
or has budget control. Periodically the City Manager reviews the performance
of each department with the department head and assists department heads
with problems in their departments or interdepartmental disputes.
The Manager co-ordinates the preparation of an annual budget for submission
to City Council, and exercises some discretion over budget administration.
The Manager hears grievances from employees or public complaints concerning
the work of city employees.
The staff of the Manager’s office is deliberately kept small, with
the Manager delegating tasks to other departments and using the resources
of these departments for management activities.
This office provides clerical and information services to the
Mayor and City Council, and City departments. The City Clerk insures
accurate recording of City Council meetings and public hearings, maintains
the city codes, policies and procedures, and provides records management
services including retrieval and storage of historical records. The Clerk
oversees and processes insurance claims for city facilities and provides
administrative and technical support for individual hospitalization claims.
The City Clerk
oversees the clerical staff, the telephone communications center and
maintenance of city hall.
The Receptionist/Office Assistant maintains the city telephone and information desk and perform clerical and secretarial services to the City Manager, Mayor, City Clerk, and City Council. |
